Subject: FOIA Mediation Request for Case No. 25-00044-F
To: ogis@nara.gov
Dear OGIS Team,
I am seeking mediation assistance regarding my Freedom of Information Act (FOIA) request, case
number 25-00044-F, submitted to the Civil Rights Division on October 24, 2024. This request seeks
access to records for a comprehensive and up-to-date provider registry associated with the
Connecticut Medicaid Acquired Brain Injury (ABI) Waiver Program, specifically including provider
details, areas of specialty, enrollment statuses, and any records related to complaints or actions taken.
The Civil Rights Division acknowledged my request on October 25, 2024, but noted that processing
might be delayed due to a high volume of FOIA requests. Given the importance of these records in
supporting transparency and accountability in Medicaid program administration, I believe there may be
ways to expedite or better track the status of my request through your mediation services.
Please note my basic accommodation request: All communication for this matter should be
conducted exclusively via email, without the use of external portals, alternate websites, or phone
calls, as this ensures I can fully manage and review the information provided.
Thank you for your assistance in pursuing a complete and timely response.
Sincerely,

Dear David Medeiros:
Thank you for contacting the Office of Government Information Services (OGIS), an office of
the National Archives and Records Administration. As you are aware, Congress created OGIS to
serve as the federal Freedom of Information Act (FOIA) Ombudsman. We assist the public and
federal agencies by helping them resolve their FOIA disputes, and by addressing their questions
and concerns about the FOIA process.
It appears that you are seeking assistance with a FOIA request currently pending with the U.S.
Department of Justices Civil Rights Division. Please note, OGIS cannot compel an agency to
process a request more quickly or ahead of others in the queue. However, in working cases
similar to yours, we have learned that some requesters have had success receiving a more timely
response by refining the scope of a request. If you would like to discuss narrowing your
requestwhich may allow it to be processed more efficiently you may wish to contact the
agency's FOIA Public Liaison (FPL). All federal agencies have an FPL, whose role is to explain
the FOIA process and assist requesters with their FOIA requests at any stage of the
administrative process.
Additionally, it is important to know that all federal agencies are required to provide an estimated
date of completion (EDC) when asked (5 U.S.C. 552(a)(7)(B)(ii)). In order to obtain an
estimated date of completion for your request, we recommend that you contact the agency
directly. The FOIA Public Liaison (FPL) for the Civil Rights Division, April Freeman, can be
reached at 202-514-4210.
We hope you find this information useful. At this time, we will take no further action. If you
have questions or concerns that we have not addressed, please contact us again.
Best regards,
The OGIS Staff

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

DAVID MEDEIROS

Introduction
I am writing to follow up on my FOIA request (No. 25-00044-F), submitted on October 24, 2024, and acknowledged on October 25, 2024. This request seeks records related to the Connecticut Medicaid Acquired Brain Injury (ABI) Waiver Program provider registry, including provider names, contact details, enrollment statuses, and any complaints or violations associated with their participation.

This follow-up serves three purposes:

Request for Estimated Completion Date (EDC): Pursuant to 5 U.S.C. 552(a)(7)(B)(ii), I am formally requesting an estimated date of completion for this request.
ADA Accommodation Confirmation: I reiterate my request for accommodations under Title II of the Americans with Disabilities Act (42 U.S.C. 12132) and Section 504 of the Rehabilitation Act (29 U.S.C. 794), ensuring that all correspondence and records are provided in accessible formats.
Request for Expedited Processing: Given the significant public interest and Medicaid oversight implications, I am requesting expedited processing in accordance with 5 U.S.C. 552(a)(6)(E).
Legal Basis for Request
Statutory Obligation to Provide an Estimated Completion Date
Under FOIA (5 U.S.C. 552(a)(7)(B)(ii)), federal agencies must provide an estimated date of completion upon request. This is a critical transparency measure that allows requesters to track progress and plan accordingly.

ADA Accommodation Requirements
Title II of the ADA and Section 504 of the Rehabilitation Act mandate that public entities ensure effective communication with individuals with disabilities. This includes providing documents in accessible formats and adhering to specific accommodation requests. Non-compliance violates federal disability rights laws and denies my right to equal access.

Expedited Processing Standards
Under 5 U.S.C. 552(a)(6)(E), expedited processing is warranted when a request involves matters of urgent public interest or significant delays risk undermining the rights of individuals or public accountability.

Specific Demands
Provide an Estimated Completion Date (EDC):
Please confirm the estimated completion date for FOIA request No. 25-00044-F.

Adhere to ADA Accommodations:
I reiterate the following non-negotiable accommodations:

Email-Only Communication: All responses and updates must be sent exclusively via email. Portal access, phone calls, or physical mail are not accessible.
Accessible Document Formats: Records must be provided as clearly labeled, screen-reader-compatible PDF attachments, retaining original formatting for clarity.
Simplified Summaries for Complex Records: For technical or lengthy documents, simplified summaries must be included to facilitate comprehension.
Reconsider Expedited Processing:
This request pertains to Medicaid provider oversight and taxpayer-funded programs, which are matters of significant public interest. Expedited processing will ensure timely access to critical records necessary for transparency and accountability.

Additional Notes
Your acknowledgment letter dated October 25, 2024, indicated delays due to the volume of FOIA requests. While I understand these challenges, FOIA requires agencies to respond equitably and within statutory timeframes. Additionally, the Office of Government Information Services (OGIS) has advised that estimated completion dates and regular updates are mandatory under FOIA.

Consequences of Non-Compliance
Failure to provide an estimated completion date, adhere to ADA accommodations, or process this request promptly may result in the following actions:

OGIS Mediation: Filing a mediation request with OGIS to address delays or procedural violations.
Formal Appeals: Submitting an administrative appeal to the Office of Information Policy (OIP) at the DOJ.
Public Advocacy: Sharing delays and non-compliance with public interest groups and media outlets.
Conclusion
I respectfully request confirmation of the estimated completion date for FOIA request No. 25-00044-F and written acknowledgment that all ADA accommodations will be strictly adhered to in future communications. Expedited processing of this request is critical to ensure timely transparency and accountability in Medicaid program administration.

I look forward to receiving your response promptly and no later than the statutory timeframe.

Sincerely,
David Medeiros

Subject: FOIA Appeal and Demand for ADA Compliance - FOIA Request No. 25-00044-F (Department of Justice, Civil Rights Division)
Date: November 19, 2024

To: FOIA Appeals Officer, U.S. Department of Justice, Civil Rights Division
From: David Medeiros, Founder, ABI Resources

I. INTRODUCTION
I am submitting this formal appeal regarding FOIA request No. 25-00044-F, which was originally submitted on October 24, 2024, and acknowledged by the Department of Justice (DOJ) Civil Rights Division on October 25, 2024. The request pertains to the Connecticut Medicaid Acquired Brain Injury (ABI) Waiver Program provider registry and includes a request for provider names, contact details, enrollment statuses, and any records of complaints or violations associated with their participation.

This appeal seeks immediate compliance with FOIA and ADA accommodation requirements that have been ignored or delayed by the DOJ, which violates my constitutional rights to access public records and participate in government transparency processes. The failure to meet ADA accommodation requirements and FOIA deadlines has caused undue hardship and hindered my ability to effectively participate in the oversight of an important public program.

II. BASIS FOR APPEAL
The DOJs response, dated November 15, 2024, and the correspondence from FOIA/PA Unit fail to address the following critical issues, which form the basis for my appeal:

1. ADA Compliance and Non-Negotiable Accommodations
The ADA accommodations outlined in my original FOIA request are legally required under Section 504 of the Rehabilitation Act and Title II of the ADA. These accommodations are necessary for effective communication due to my traumatic brain injury (TBI). The DOJ's failure to confirm these accommodations in writing and their non-compliance with providing accessible communication formats (email-only communication, no use of portals, direct text in email body, and providing simplified summaries for complex documents) represents a clear violation of federal law.

Specifically, the requested ADA accommodations are as follows:

Email-Only Communication via the MuckRock Platform (all responses must be via email without external links, portals, or physical mail).
Direct Text in Email Body (response text should be embedded directly in the email body, not in attachments).
PDF Attachments for Documents that are clearly labeled, retaining the original format and ensuring accessibility.
Simplified Summaries for Complex Records to ensure the comprehension of technical or legal language.
Identification of Responsible Personnel: Names, titles, and contact information of FOIA officers and all relevant personnel involved.
The DOJs failure to adhere to these requirements is unacceptable and directly contravenes my rights under the Americans with Disabilities Act and Rehabilitation Act.

2. Non-Compliance with FOIA Deadlines and Failure to Provide Estimated Completion Date (EDC)
The FOIA processing time has exceeded statutory limits. According to 5 U.S.C. 552(a)(6)(A), federal agencies are required to respond to FOIA requests within 20 business days. CMS's response timeline is overdue. Additionally, 5 U.S.C. 552(a)(7)(B)(ii) mandates that agencies provide a reasonable estimated date of completion (EDC) when requested by the applicant.

The DOJ has failed to provide an EDC or any clarity regarding the status of my FOIA request, despite my repeated requests for this information. As set forth in my initial request, transparency and accountability in the Medicaid ABI Waiver Program are matters of urgent public interest, and timely processing is critical.

3. Expedited Processing and Fee Waiver Request
This appeal also seeks confirmation that my request will be processed expeditiously, as mandated by 5 U.S.C. 552(a)(6)(E). Given the significant public interest in Medicaid oversight and taxpayer-funded programs, expedited processing is warranted. Additionally, a fee waiver should be granted as the request is non-commercial and directly contributes to public understanding of government activities.

III. RELIEF SOUGHT
1. Immediate Action on ADA Accommodation Compliance
Immediate confirmation that the DOJ will comply with the ADA accommodations Ive outlined. This includes email-only communication, direct text in email body, and ensuring that all documents are in accessible formats (PDF) with simplified summaries provided where necessary.
2. Estimated Completion Date (EDC) and Processing Timeline
Provide a reasonable Estimated Completion Date (EDC) for FOIA request No. 25-00044-F.
If delays are unavoidable, explain why and provide an updated processing timeline, keeping in mind the public interest and the need for transparency.
3. Expedited Processing and Fee Waiver
Confirm expedited processing for this request in compliance with 5 U.S.C. 552(a)(6)(E) and Executive Order 13392.
Confirm fee waiver approval under 5 U.S.C. 552(a)(4)(A)(iii), as this request serves the public interest and will significantly enhance government transparency.
4. Full Disclosure of Requested Records
The DOJ must immediately release the complete provider registry for the Medicaid ABI Waiver Program, including the requested provider names, contact details, specialties, enrollment statuses, and complaints/violations.
If any records are being withheld, detailed justifications must be provided in accordance with 5 U.S.C. 552(b), with full statutory citations.
5. Accountability and Personnel Identification
The names and contact information of all FOIA officers and responsible personnel should be disclosed, ensuring transparency and accountability for the processing and handling of this request.
IV. CONSEQUENCES OF NON-COMPLIANCE
Failure to adhere to the FOIA and ADA compliance requirements within the statutory deadlines will result in the following actions:

Mediation via OGIS: If non-compliance continues, I will seek mediation assistance from the Office of Government Information Services (OGIS), who will work to resolve the dispute between myself and the DOJ.

Appeal to OIP: I will file a formal administrative appeal with the Office of Information Policy (OIP) if the DOJ continues to fail in processing my request or granting accommodations.

Public Advocacy: If further delays or non-compliance persist, I will escalate this matter to public advocacy groups and media outlets that focus on government accountability and disability rights.

V. CONCLUSION
I demand the immediate processing of FOIA request No. 25-00044-F, in full compliance with FOIA regulations, and that the ADA accommodations I outlined are fully implemented. Failure to comply with these requirements within the statutory timeframe will leave me with no choice but to escalate this issue and seek legal action.

I look forward to your prompt and full response, including confirmation of the Estimated Completion Date, expedited processing, and full ADA accommodation compliance.

Thank you for your prompt attention to this critical matter.

Transparency and accountability principles fundamental to constitutional protections and public oversight.
The Civil Rights Divisions delayed processing, lack of substantive updates, and refusal to honor my ADA accommodations are unacceptable and constitute violations of federal law. This appeal seeks immediate corrective action to ensure compliance with all applicable statutes and regulations.

Under 5 U.S.C. 552(a)(6)(A), agencies are required to:

Respond to requests within 20 business days.
Provide an estimated completion date (EDC) upon request, as mandated by 5 U.S.C. 552(a)(7)(B)(ii).
Justify any delays or denials with specific statutory exemptions and detailed explanations.

Precedent:
NARA v. Favish, 541 U.S. 157 (2004): Ensures public access to government records for accountability purposes.
DOJ v. Reporters Committee, 489 U.S. 749 (1989): Reinforces the importance of transparency in public governance.
The DOJ has failed to adhere to these statutory obligations, as evidenced by the extended delays and vague responses received to date.

2. ADA and Rehabilitation Act Violations
Title II of the ADA and Section 504 of the Rehabilitation Act require:

Effective communication with individuals with disabilities, including reasonable accommodations such as accessible document formats and preferred communication methods.
Compliance with accommodation requests unless a significant burden can be demonstrated.
Non-Negotiable ADA Accommodations:
ADA Basic Accommodations Request
To ensure accessibility and compliance with ADA standards (42 U.S.C. 12101 et seq.), I request the following accommodations for all communications and records:

Screen-Reader Compatible Formats:
All documents must be provided in properly labeled PDFs or plain-text files.

Exclusive MUCKROCK Platform Communication:
Do not send external links, emails, portals, passwords, codes, or require phone calls for access.

Simplified Summaries:
Provide plain-language summaries for complex or legal documents.

Identification of Responsible Officers:
Include the full name, title, and contact information of all responsible officers.

These accommodations are critical to ensuring equitable access to the FOIA process.
Screen-Reader-Compatible PDFs: Clearly labeled and organized PDFs must be provided.

Simplified Summaries: Plain-language summaries must accompany complex or technical documents.
Identification of Personnel: Full names, titles, and contact details of all responsible personnel must be disclosed.

Precedent:
Tennessee v. Lane, 541 U.S. 509 (2004): Upholds the right to equal access to public programs for disabled individuals.
Alexander v. Choate, 469 U.S. 287 (1985): Mandates equitable treatment in federally funded programs.

3. Constitutional Protections
The First Amendment guarantees the right to petition the government and access public records, while the Fourteenth Amendment ensures equal protection and due process. The DOJs actions hinder my ability to exercise these constitutional rights.

Precedent:
New York Times v. Sullivan, 376 U.S. 254 (1964): Affirms transparency as a cornerstone of democracy.

4. Whistleblower Protections and Public Interest
Under the Whistleblower Protection Act (5 U.S.C. 2302(b)(8)), exposing fraud, waste, or abuse in government programs is protected activity. Delays in processing my request obstruct critical oversight of Medicaid operations funded by taxpayer dollars.

Demands for Immediate Action

1. FOIA Compliance
Conduct a thorough and expedited search for all responsive records.
Provide segregated records if exemptions are claimed, with detailed statutory justifications.
Deliver records via email in screen-reader-compatible PDF format with accompanying metadata.

2. ADA Compliance
Confirm compliance with the outlined ADA accommodations.
Ensure all future communications are sent via email with accessible document formats and simplified summaries.

3. Transparency and Accountability
Identify the FOIA officers and supervisors responsible for processing this request.
Disclose interagency coordination efforts to retrieve all responsive records.

4. Expedited Processing and Fee Waiver
Expedite processing under 5 U.S.C. 552(a)(6)(E) due to the significant public interest.
Approve the fee waiver request under 5 U.S.C. 552(a)(4)(A)(iii), as this request serves the public interest.
Consequences of Continued Non-Compliance

1. Administrative Complaints
File complaints with the Office of Government Information Services (OGIS) and Office for Civil Rights (OCR) for procedural and ADA violations.

2. Judicial Enforcement
Pursue litigation under 5 U.S.C. 552(a)(4)(B) and ADA provisions (42 U.S.C. 12133) for injunctive relief and damages.

3. Public Advocacy
Share delays and violations with advocacy organizations and media outlets to highlight the lack of transparency and accessibility.

Relief Sought
Immediate provision of an estimated completion date (EDC) and an updated processing timeline.
Full ADA accommodation compliance, including email-only responses and accessible formats.
Expedited release of all responsive records without further delay.
Transparent identification of responsible personnel and interagency coordination efforts.
Timeline for Response
I expect written confirmation of compliance within four (4) business days. Failure to meet this deadline will result in immediate escalation to the outlined administrative and legal remedies.

Conclusion
Transparency and accessibility are fundamental rights under FOIA, ADA, and the Constitution. I demand full compliance and resolution of these issues without further delay.

Sincerely,
David Medeiros

*** Federal Bureau of Investigation (FBI)
Subject: Urgent Request for Investigation into OSC Case Records, Altered Decisions, and Suppressed Reports

Dear FBI Team,

I am formally requesting your assistance to investigate systemic failures, misconduct, and potential criminal activity surrounding the handling of my submissions to the Office of Special Counsel (OSC). These failures directly impact whistleblower protections, Medicaid oversight, and public accountability.

Issues to Investigate

1. Case Numbers and Records Management

Case Numbers Requiring Investigation:

DI-25-000310

DI-25-000325

DI-25-000379

DI-12192024714

OSCFiling-MedeirosDavid-DI-12202024300

OSCFiling-MedeirosDavid-DI-112620241121

2. Anonymity and Lack of Accountability in Decision-Making

Unsigned Determination Letters:

Many determination letters from OSC lack identifiable signatures, names, or clear authorship.

This practice raises serious concerns about accountability and compliance with transparency laws.

3. Suppressed or Altered Records

Evidence suggests discrepancies between the whistleblower reports I submitted and how they were recorded or handled by OSC.

Specific issues include:

Alterations or removal of content from submitted complaints.

Suppression of reports that exposed systemic failures in Medicaid oversight and retaliation against whistleblowers.

4. Lack of FOIA Compliance

Despite repeated Freedom of Information Act (FOIA) requests, OSC and related agencies have failed to provide:

Complete case files and communication logs.

Justification for withheld or redacted information.

Clear timelines for compliance.

Specific Questions to Investigate

1. Who is Responsible for Managing These Records?

Identify the individuals, teams, or automated systems involved in creating, altering, and assigning these case numbers and reports.

2. What Decisions Were Made and Why?

Determine how decisions were reached, why some reports were closed without action, and why letters were sent anonymously.

3. Were There Violations of Federal Law?

Investigate potential obstruction of justice, retaliation, or misuse of authority under whistleblower protection laws and FOIA.

Key Agencies and Officials Involved

This matter spans multiple federal and state agencies, including:

 Office of Special Counsel (OSC)

 Department of Justice (DOJ)

Centers for Medicare & Medicaid Services (CMS)

Department of Health and Human Services (HHS)

 Office of Inspector General (OIG)

Why This Matters

1. Whistleblower Protections:

Retaliation against whistleblowers and suppression of reports undermine federal protections designed to safeguard transparency and accountability.

2. Impact on Vulnerable Populations:

These failures harm Medicaid consumers, particularly those with disabilities, by allowing systemic mismanagement to persist unchecked.

3. Misuse of Taxpayer Funds:

Lack of oversight and accountability results in waste and misuse of federal funds meant to serve the public.

Requested Actions

1. Investigate Record Management:

Audit all OSC records, emails, and internal communications related to these case numbers.

Identify responsible individuals or systems.

2. Subpoena Additional Evidence:

Secure all suppressed or altered reports to ensure a complete and accurate investigation.

3. Hold Accountable Those Involved in Misconduct:

Recommend prosecution or disciplinary action for any individuals found to have violated federal laws.

4. Ensure Compliance with FOIA and Whistleblower Protections:

Mandate OSC and related agencies to comply fully with FOIA requests and whistleblower laws.

Attachments

I have attached all available documentation, including:

Correspondence with OSC, including determination letters and emails.

FOIA requests and responses (or lack thereof).

Detailed reports submitted to OSC and other federal agencies.

This issue demands immediate attention to uphold the principles of transparency, accountability, and justice. I am available to provide additional information or documentation as needed.

Sincerely,
David Medeiros

As recognized in National Archives and Records Administration v. Favish, 541 U.S. 157 (2004), transparency is fundamental to democracy and public trust. Your agencys obligations are not discretionary, and failure to meet them constitutes a violation of statutory and constitutional law. This letter establishes your duties, addresses deficiencies, and anticipates and counters all potential deflection strategies.

1. FOIA Obligations: Statutory Mandates and Required Actions
FOIA establishes an enforceable right of access to federal agency records. Your response must meet the following requirements:

A. Timeliness
Under 5 U.S.C. 552(a)(6)(A), you are required to provide a determination within 20 business days. Delays beyond this timeframe, absent legitimate extension requests, constitute a violation of FOIA.
Countermeasure: Delays are actionable under Citizens for Responsibility and Ethics in Washington v. DOJ, 711 F.3d 180 (D.C. Cir. 2013).
Required Action: Provide the requested records or a lawful determination.

B. Adequacy of Search
FOIA requires a thorough and reasonable search for records, as established in Campbell v. DOJ, 164 F.3d 20 (D.C. Cir. 1998). This includes:
Identifying the databases, locations, and terms used.
Providing a sworn affidavit detailing the search scope.
Countermeasure: A vague claim of "no responsive records" is insufficient without a detailed affidavit.
Required Action: Submit a sworn affidavit documenting the search or confirm the existence of responsive records.

C. Proper Use of Exemptions
Exemptions under 5 U.S.C. 552(b) must be narrowly applied and justified with specific explanations. Blanket or vague exemptions are impermissible.
Countermeasure: A Vaughn index (Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973)) is required to justify each withholding.
Required Action: Submit a Vaughn index detailing each exemption and its justification within 10 business days.

D. Decentralization and Referrals
Referrals or decentralization excuses do not absolve your agency of its responsibility to provide a consolidated response. As held in McGehee v. CIA, 697 F.2d 1095 (D.C. Cir. 1983), agencies must coordinate internally to ensure compliance.
Countermeasure: Require assurance of continuity and coordination across divisions.
Required Action: Consolidate records from all relevant offices and provide a unified response.

2. ADA and Rehabilitation Act Compliance: Equal Access as a Legal Right
As a person with a documented disability, I am entitled to reasonable accommodations under the ADA and Section 504 of the Rehabilitation Act. Your failure to provide accessible formats for requested records constitutes discrimination and violates federal law.

Case Law:
Tennessee v. Lane, 541 U.S. 509 (2004): Agencies must ensure meaningful access to government services.
Alexander v. Choate, 469 U.S. 287 (1985): Denial of reasonable accommodations creates barriers that violate civil rights.

Required Action:
Provide all requested records in accessible formats, including plain-language summaries or electronic files compatible with assistive technologies.
Confirm compliance with ADA requirements by [specific date].

3. Mandated Reporting and Whistleblower Protections
Your handling of this request implicates broader concerns, including potential fraud, misuse of federal funds, or retaliation against whistleblowers. Under the Whistleblower Protection Act (5 U.S.C. 2302), you are required to report and address systemic violations.
Countermeasure: Reference Misprision of Felony (18 U.S.C. 4), which requires the reporting of observed violations of law.
Required Action: Document and escalate evidence of misconduct to oversight bodies, including the Office of Inspector General (OIG).

4. Consequences of Non-Compliance
Failure to comply with your statutory obligations knowingly constitutes violations of:
Obstruction of Justice (18 U.S.C. 1505): Delaying lawful access to records obstructs public accountability.
Civil Rights Violations (42 U.S.C. 1983): Denying ADA accommodations constitutes a deprivation of federally protected rights.
Misprision of Felony (18 U.S.C. 4): Concealing or failing to report observed violations is a criminal act.
Countermeasure: Prepare for judicial review, oversight complaints, and public advocacy if compliance fails.

5. Escalation Pathways
If your office does not comply within the specified timeframe, I will escalate this matter through:
Judicial Review: Filing a lawsuit under 5 U.S.C. 552(a)(4)(B) to compel disclosure.
Oversight Complaints: Submitting formal complaints to OGIS, OIG, and the DOJ Civil Rights Division.
Public Advocacy: Engaging investigative journalists, transparency advocates, and public interest organizations to ensure accountability.

6. Final Statement: Upholding Transparency and Accountability
This matter reflects the publics right to transparency and the preservation of trust in government institutions. Your actions will either affirm your agencys commitment to accountability or further evidence systemic disregard for these principles.

I look forward to your prompt and substantive response.

The challenges we face today demand more than acknowledgmentthey require action, collaboration, and a unified commitment to solutions. Together, we must embrace transparency, accountability, and compassion as the
foundation of our efforts. By fostering open communication, prioritizing the needs of the most vulnerable, and holding systems accountable, we can rebuild trust and ensure equitable outcomes for all.

Solutions lie in unitywhen state and federal leaders, advocates, and communities work hand in hand to uphold justice and fairness. Transparency through accessible Freedom of Information processes, adherence to legal
mandates, and robust oversight are the pillars that support meaningful change. Each of us has a role to play in creating a system that serves and protects.

Our collective mission is clear: to build bridges between agencies and communities, ensure the dignity of every individual, and honor the principles that guide us toward progress. Together, with determination and unity, we can
overcome systemic failures and pave the way for a brighter, more inclusive future.

Americans living with disabilities and their families are Americansfull citizens of this nation, protected by the same Constitution that guarantees the rights and freedoms of every individual. We are not separate, lesser, or forgotten. We are Americans with the same unalienable rights to life, liberty, and the pursuit of happiness.

We stand firmly on the principles of equality, dignity, and justice. Our voices matter. Our contributions matter. And our rightsour Constitutional rightsmust be respected, upheld, and protected without exception or delay.
