Binder and Document Accessibility

Accessibility boundaries and practical alternatives for large binders, PDFs, scans, OCR, captions, and transcripts.

Current public supports

  • HTML indexes and source links for published documents;
  • stable filenames, metadata, byte sizes, and hashes where verified;
  • zoomable browser presentation and keyboard-accessible page navigation;
  • a contact path for specific accessibility barriers.

Known limitations

Published PDFs and media have not all received complete manual tagging, reading-order, caption, transcript, OCR, and assistive-technology review. Automated OCR is a discovery aid, not a reviewed transcript, and the archive does not fabricate alternative text or spoken content.
