For people born with or living with physical or cognitive disabilities, and their families, in all 50 states, Washington, D.C., and U.S. territories. This includes people who have been ignored, exploited, or disconnected from information about their federal protections.

Start with one question. You do not need to read the whole archive. This is an independent public-records resource—not a government agency, law firm, emergency service, or benefits application portal.

A state rule cannot override applicable federal protections

The U.S. Constitution is the highest law. Valid federal law takes priority when a state rule conflicts with it. A state office cannot erase an applicable federal right by calling its practice a local rule.

Federal disability protections also apply to state and local government services. Which protection, deadline, or remedy applies depends on your situation. This does not guarantee a benefit or a legal outcome.

One next step: keep the notice you received and its date. Ask for the decision, reason, and review deadline in writing. If communication is difficult, ask for an accessible format or communication support.

Questions to investigate in any state

Waitlist transparency: Are waiting lists, eligibility decisions, and service delays documented? Compare published numbers with dated source records.
Federal matching funds: What do funding reports and audits show about claimed and delivered services? Claims of manipulation require supporting records.
Administrative barriers: Did notices, paperwork, communication barriers, or review procedures prevent access? Preserve the steps, dates, and responses.
