What does a receipt actually establish?
A letter, a mailing receipt, a portal confirmation and an agency decision answer different questions. Use this guide before reading the artifact table below.
- Prepared or sent
What was written or submitted? A letter records its author's words. A mailing receipt can document a mailing step.
Not established: who read it or what action followed.
- Received
What system or office acknowledged receipt? Match the date, recipient and identifier to the actual record.
Not established: personal review by the named official.
- Agency action recorded
What does a response or closure letter say the agency did? Preserve its stated scope and reasons.
Not established: an investigation or merits decision unless the source says so.
- Finding or outcome
Locate the actual decision before attributing a finding. Identify its issuer, date, scope and any later change.
If that record is absent: say the outcome is not established here.

Follow one source without mixing different matters
