A short guide to the preserved FOIA record
This historical correspondence archive helps readers inspect requests, replies and files concerning the Medicaid ABI Waiver Program and Connecticut Medicaid brain injury programs. It is an independent archive. A filing is not a finding.
Snapshot: October 17, 2024 through February 25, 2025. Later correspondence and current agency status are outside this export.
- Requests
- 195 preserved request threads, grouped under 62 agency labels after case-insensitive grouping.
- Messages
- 1,824 saved messages. Each request page links directly to numbered messages.
- Export files
- 1,385 file-inventory entries, including 195 agency metadata files. Repeated associations remain visible; the download set contains 430 distinct file contents.
Check a record in three steps
- Choose a request in the full archive. Read its request date, recipient label and full saved thread.
- Open the numbered source message. Distinguish the writer's statement from an independently established fact. Source timestamps do not specify a timezone.
- Download the associated file and compare its complete SHA-256 with the displayed digest. A matching hash establishes matching bytes, not the truth of a statement.
One original PDF exceeds the hosting file-size limit. Its linked lossless ZIP preserves the complete original PDF; the original PDF digest and ZIP digest are kept distinct.

What this archive does and does not establish
It preserves what the exported messages and files contain. Portal access credential values in 25 messages are masked; the originals remain private. Other saved message text is preserved.
Search and graph categories are machine-made text matches. Shared wording, a referral, a signature match or a closure phrase does not establish coordination, wrongdoing, receipt of the requested records, or the absence of an investigation. This snapshot does not establish a universal closure rate, a legal violation, current case status, or financial loss.
Explore the connection map and read the source-linked questions and answers. The map retains 760 nodes, 24,412 relationships and 47,674 text-mention associations; those are extraction counts, not findings.
