Legal Basis for FOIA Request and Compliance Mandates
1. FOIA Compliance (5 U.S.C. 552)
FOIA mandates timely responses, full disclosure of non-exempt records, and explicit justifications for any redactions or denials. Any failure by DSS, CMS, or other federal agencies to meet these statutory requirements will constitute non-compliance. All denials must include precise statutory citations under FOIA, and records must be provided in their entirety unless exemptions are clearly and legally justified.
2. ADA Compliance Obligations (42 U.S.C. 12132; 28 C.F.R. 35.160)
Under Title II of the ADA, public entities must ensure effective communication with individuals with disabilities. This includes providing accessible documents in screen-reader-compatible formats and meeting specific requests for auxiliary aids. DSS and CMSs failure to meet these requests for ADA accommodations in communications constitutes non-compliance under federal ADA statutes.
3. Federal Whistleblower Protection Standards
Whistleblower protections prohibit retaliation against individuals who report agency misconduct. The actions taken against ABI Resources and David Medeiros, including billing suspension, premature ticket resolution, and operational disruptions following his whistleblower report, are viewed as retaliatory actions that must be substantiated and documented by all relevant agencies.
Specific Demands for Compliance
To ensure adherence to FOIA and ADA mandates, and to facilitate the transparency required by federal and state law, I formally request:
Delivery of ADA-Compliant Records in Full:
Email-Only Communication via MuckRock Platform: All responses, updates, and records must be sent exclusively via email to eliminate accessibility barriers. CMS must refrain from using phone calls, physical mail, or portal-based responses.
Direct Text in Email Body: Embed response text directly in the email body for immediate readability and accessibility.
PDF Attachments for Documents: All records should be provided as clearly labeled PDF attachments, organized by date and document type, with original formatting preserved for clarity and navigability.
Identification of Responsible Personnel: Each response must include names, titles, and contact information of all FOIA officers, decision-makers, and supervisory personnel responsible for processing my request, ensuring transparency and accountability.
Detailed Justifications for Redactions and Denials: Any information withheld or redacted must include detailed explanations citing specific statutory exemptions, in accordance with 5 U.S.C. 552(b). These explanations must include enough detail to verify the legal basis for each exemption claimed.
Request for Expedited Processing of FOIA Request
Pursuant to 5 U.S.C. 552(a)(6)(E), I formally request expedited processing of this FOIA request. This demand is based on critical statutory factors, including significant public interest, imminent risks to the rights of individuals with disabilities, and the need for urgent transparency to prevent ongoing retaliatory actions by public agencies.
Failure to grant expedited processing within the statutory 10-day review period will constitute non-compliance with FOIAs provisions, necessitating formal escalation of this request to administrative or legal authorities.
Consequences of Non-Compliance
Failure to respond to this FOIA request in full compliance, or any delays without proper statutory explanation, may result in formal escalation through administrative, legal, or public channels. DSS, CMS, and other involved agencies are expected to adhere strictly to statutory timelines, ensuring transparency and adherence to ADA and FOIA standards. Non-compliance will be documented and pursued through all available legal remedies.
Conclusion
This FOIA request seeks full and unambiguous access to records necessary to verify and substantiate claims of retaliation, ADA non-compliance, and procedural violations following the December 18, 2023, whistleblower report. I expect each agency to adhere strictly to both FOIA and ADA standards, ensuring prompt and thorough disclosure of all relevant documentation.
Sincerely,
David Medeiros

Introduction
This letter serves as a formal appeal to address significant deficiencies in the processing and response to FOIA Request #FOIA-2025-035, submitted on November 13, 2024. The request seeks critical documentation related to Medicaid billing actions, ADA compliance, and alleged retaliatory actions against ABI Resources LLC following a whistleblower report on December 18, 2023.
The Office of Special Counsel (OSC) declined to process the request, citing a lack of jurisdiction over records maintained by other agencies. This response fails to meet FOIAs statutory obligations, particularly concerning transparency, referral requirements, and due diligence in identifying relevant records.
Legal Basis for Appeal
FOIA Referral Requirements (5 U.S.C. 552(a)(6)(A)(ii))
FOIA obligates federal agencies to refer requests to the appropriate agency or department if the requested records are not within the agencys control. OSCs decision to close the request without providing referrals to CMS, DSS, or HHS constitutes a failure to comply with referral obligations.
FOIA Mandates on Comprehensive Search and Response (5 U.S.C. 552(a)(3))
Agencies are required to conduct a reasonable search for all relevant records. OSCs failure to search its records for documentation related to retaliatory actions, ADA compliance, or whistleblower protections represents non-compliance with this requirement.
ADA and Rehabilitation Act Violations (42 U.S.C. 12132; 29 U.S.C. 794)
As a whistleblower and individual with a documented traumatic brain injury (TBI), I am entitled to reasonable accommodations under Title II of the ADA and Section 504 of the Rehabilitation Act. OSCs reliance on inaccessible portal systems, along with its failure to provide an ADA-compliant response, constitutes discrimination and obstruction of equitable access.
Whistleblower Protections (5 U.S.C. 2302(b)(8))
OSCs dismissal of this request undermines its statutory duty to protect whistleblowers from retaliation, particularly when the records requested are critical to establishing the extent of retaliatory actions taken against ABI Resources LLC.
Specific Errors in OSCs Response
Improper Closure Without Referral
OSC acknowledges that responsive records may exist within other agencies (e.g., CMS, HHS) but fails to refer the request to these entities, as required under FOIA. This procedural failure denies access to records critical to public accountability and transparency.
Failure to Address ADA Accommodation Requirements
Despite a detailed request for ADA-compliant communication, OSC failed to adhere to the following accommodations:
Exclusive communication via email to ensure accessibility.
Direct text responses embedded in the email body, supplemented by screen-reader-compatible PDF attachments.
Lack of Transparency in Personnel Identification
OSCs response lacks the names, titles, and contact information of the FOIA officers and decision-makers responsible for processing the request. This omission violates FOIAs transparency mandates.
No Justification for Non-Search of OSC Records
OSC has not demonstrated why its own records (e.g., internal communications or directives related to whistleblower protections) would be excluded from the scope of this request.
Appeal Requests
Referral to Relevant Agencies
OSC must immediately refer the FOIA request to the following agencies:
Centers for Medicare & Medicaid Services (CMS)
Office for Civil Rights (OCR), Department of Health and Human Services (HHS)
Connecticut Department of Social Services (DSS)
Comprehensive Search of OSC Records
OSC must conduct a thorough search of its own records for documents related to whistleblower protections, ADA compliance, and retaliatory actions against ABI Resources LLC.
Adherence to ADA Accommodation Requirements
OSC must reprocess this FOIA request and provide an ADA-compliant response, including:
Email-only communication.
Screen-reader-compatible PDFs and simplified summaries for complex records.
Identification of all personnel involved in processing this request.
Immediate Reconsideration of Expedited Processing
Given the urgent public interest in Medicaid accountability and whistleblower protections, expedited processing under 5 U.S.C. 552(a)(6)(E) must be granted.
Consequences of Continued Non-Compliance
Failure to adhere to FOIA, ADA, and whistleblower protection mandates will necessitate formal escalation through:
Administrative oversight via the Office of Government Information Services (OGIS).
Legal action to enforce compliance with FOIA and ADA.
Public advocacy to ensure accountability for non-compliance.
Conclusion
Transparency and accountability are paramount in the oversight of federally funded programs. This appeal demands compliance with FOIAs statutory requirements, ADA accommodations, and whistleblower protections. Justice must be served, and any further obstruction will be met with all necessary legal and administrative recourse.
Thank you for your immediate attention to this matter.
Sincerely,
David Medeiros

Subject: FOIA Appeal for Records on Medicaid Billing Actions, ADA Compliance, and Retaliation Against ABI Resources LLC Following December 18, 2023, Whistleblower Report
Introduction
This letter serves as a formal appeal for FOIA Request #FOIA-2025-035, submitted on November 13, 2024. The request seeks comprehensive documentation related to Medicaid billing actions, ADA compliance, and retaliation against ABI Resources LLC following a whistleblower report dated December 18, 2023.
The Office of Special Counsels (OSC) initial response declined to process the request or provide referrals to relevant agencies, which constitutes a procedural and legal failure under FOIA. This appeal demands immediate corrective actions, including compliance with FOIA mandates, ADA accommodation requirements, and expedited processing due to the critical public interest in transparency and whistleblower protections.
Legal Basis for Appeal
1. FOIA Compliance Requirements (5 U.S.C. 552)
FOIA mandates that federal agencies:
Conduct a reasonable search for all relevant records.
Provide a substantive response within statutory timelines.
Refer requests to appropriate agencies when records are not maintained by the receiving agency (5 U.S.C. 552(a)(6)(A)(ii)).
OSCs decision to close my FOIA request without a referral constitutes a direct violation of these requirements.
2. ADA and Rehabilitation Act Obligations (42 U.S.C. 12132; 29 U.S.C. 794)
Under Title II of the ADA and Section 504 of the Rehabilitation Act, federal agencies are required to provide reasonable accommodations for individuals with disabilities, ensuring effective communication. OSCs reliance on inaccessible portals and failure to meet email-only communication requests violate these statutes.
3. Whistleblower Protections (5 U.S.C. 2302(b)(8))
OSCs statutory role includes safeguarding whistleblowers from retaliation. Refusing to process a request for records that may substantiate retaliatory actions undermines OSCs mission and legal obligations.
Errors in OSCs Response
1. Improper Closure Without Referral
OSC acknowledged that responsive records may be held by other agencies (e.g., CMS, DSS, HHS) but failed to refer the request as required under 5 U.S.C. 552(a)(6)(A)(ii). This procedural error denies access to critical information.
2. Failure to Search OSC Records
OSC failed to conduct a search of its own internal records, which may contain:
Communications or directives related to whistleblower protections.
ADA compliance efforts for accommodation requests.
Retaliatory actions against ABI Resources LLC.
3. Non-Compliance with ADA Accommodations
Despite explicit requests for ADA accommodations, OSC failed to:
Provide email-only communication to eliminate barriers posed by inaccessible portals.
Deliver records in screen-reader-compatible formats.
Include plain-language summaries for complex documents.
4. Lack of Transparency
OSCs response did not identify the FOIA officers, decision-makers, or supervisory personnel responsible for processing the request, violating FOIAs transparency mandates.
Demands for Immediate Action
1. Referral to Relevant Agencies
OSC must immediately refer the FOIA request to the following agencies:
Centers for Medicare & Medicaid Services (CMS).
Office for Civil Rights (OCR), Department of Health and Human Services (HHS).
Connecticut Department of Social Services (DSS).
2. Comprehensive Search of OSC Records
OSC must conduct a thorough search of its own records for:
Communications, directives, or records related to the December 18, 2023, whistleblower report.
ADA compliance efforts and accommodation requests.
Evidence of retaliatory actions against ABI Resources LLC.
3. ADA-Compliant Records
All records must be provided in compliance with ADA standards:
Email-only communication via MuckRock, without reliance on portals, phone calls, or physical mail.
Screen-reader-compatible PDFs with clear formatting.
Simplified summaries for technical or complex records.
4. Identification of Responsible Personnel
Provide the names, titles, and roles of all FOIA officers, decision-makers, and supervisory personnel involved in processing the request.
5. Expedited Processing
Reconsider expedited processing under 5 U.S.C. 552(a)(6)(E) due to:
The significant public interest in ADA compliance and whistleblower protections.
Ongoing retaliatory actions against ABI Resources LLC.
Consequences of Non-Compliance
1. Administrative Oversight
Formal complaints will be filed with the following agencies:
Office of Government Information Services (OGIS).
DOJ Office for Civil Rights (OCR).
2. Legal Action
I will pursue legal remedies, including:
5 U.S.C. 552(a)(4)(B): Litigation for injunctive relief and damages due to FOIA non-compliance.
42 U.S.C. 12133: Legal claims for ADA violations.
3. Public Advocacy
Non-compliance will be reported to public advocacy organizations and media outlets to expose systemic failures and ensure accountability.
Conclusion
This appeal demands full adherence to FOIA and ADA standards, including referral of the request, a comprehensive search of OSC records, and delivery of ADA-compliant responses. Transparency and accountability are non-negotiable.
Failure to comply within four (4) business days will result in immediate escalation through administrative, legal, and public channels.

David Medeiros

Subject: Appeal of FOIA Request #AP-2025-001 Procedural Failures and Non-Compliance with FOIA and ADA Standards
Dear Ms. Morrison and the Office of Special Counsel,
I am writing to formally appeal the decision and handling of my FOIA request (#AP-2025-001) regarding records related to Medicaid billing actions, ADA compliance, and retaliation against ABI Resources LLC following a whistleblower report submitted on December 18, 2023. The Office of Special Counsels (OSC) response reflects procedural and legal deficiencies, which I outline below, alongside actionable remedies.
Where OSC Went Wrong
Failure to Refer the Request to Relevant Agencies (5 U.S.C. 552(a)(6)(A)(ii)):
OSC acknowledged that responsive records might exist within other federal agencies, such as CMS and DSS, but failed to refer the request as required under FOIA. This omission obstructs access to critical information and violates statutory obligations.
Failure to Conduct a Reasonable Search of OSC Records (5 U.S.C. 552(a)(3)):
OSC neglected to search its own internal records, which may include:
Communications or directives related to whistleblower protections.
ADA compliance measures regarding accommodation requests.
Records documenting retaliatory actions against ABI Resources LLC.
Non-Compliance with ADA Accommodation Requests (42 U.S.C. 12132; 28 C.F.R. 35.160):
OSC failed to honor my explicit ADA accommodation requests, including:
Email-only communication to address accessibility barriers.
Provision of screen-reader-compatible PDF formats.
Simplified summaries for complex or technical documents.
Lack of Transparency and Accountability:
The response lacked the identification of responsible FOIA officers and decision-makers, violating transparency mandates. This omission hinders accountability and creates unnecessary barriers to resolution.
How OSC Can Remedy This Issue
Refer the Request to Relevant Agencies Immediately:
OSC must refer the FOIA request to the following agencies for action:
Centers for Medicare & Medicaid Services (CMS): For records related to Medicaid billing restrictions and ADA compliance.
Office for Civil Rights (OCR), HHS: For ADA compliance records and accommodation requests.
Connecticut Department of Social Services (DSS): For state-level Medicaid program documentation and retaliatory actions.
Conduct a Comprehensive Search of OSC Records:
OSC must search its own records for:
Internal communications and directives related to the whistleblower report.
Documentation of ADA compliance measures taken for my accommodation requests.
Evidence of any OSC investigations or assessments tied to retaliatory actions against ABI Resources LLC.
Provide ADA-Compliant Records:
OSC must fulfill its ADA obligations by ensuring:
Email-only communication without reliance on inaccessible portals or physical mail.
Screen-reader-compatible PDFs with clear formatting.
Simplified summaries for any technical or detailed records.
Identify Responsible Personnel:
Provide the names, titles, and roles of all FOIA officers, decision-makers, and supervisory personnel involved in processing this request.
Reconsider Expedited Processing:
Expedite the processing of this request due to its critical public interest in whistleblower protections, Medicaid accountability, and ADA compliance.
Why These Actions Are Necessary
Public Accountability:
Records related to Medicaid oversight, ADA compliance, and whistleblower protections are critical to ensuring transparency in publicly funded programs.
FOIA Compliance:
Adherence to FOIAs mandates on referrals, reasonable searches, and timely responses is a legal obligation, not a discretionary action.
ADA Compliance:
Ignoring ADA accommodation requests discriminates against individuals with disabilities and obstructs their ability to engage in the FOIA process equitably.
Consequences for Continued Non-Compliance
Failure to address these deficiencies promptly will necessitate escalation through the following channels:
Administrative Oversight:
Formal complaints will be filed with the Office of Government Information Services (OGIS) and other relevant oversight bodies.
Legal Action:
Legal remedies will be pursued, including:
FOIA Enforcement Litigation (5 U.S.C. 552(a)(4)(B)): Seeking injunctive relief for non-compliance.
ADA Violation Claims (42 U.S.C. 12133): Filing for damages and injunctive relief for failure to provide accommodations.
Public Advocacy:
I will engage with public advocacy organizations, media outlets, and legal professionals to expose systemic failures and ensure accountability.
Conclusion
This appeal demands that OSC comply fully with its statutory and ethical obligations under FOIA and the ADA. The requested corrective actions are necessary to rectify the procedural and legal deficiencies in your initial response. I expect OSC to respond promptly and fully within 10 business days to avoid further escalation.
Thank you for your immediate attention to this matter.

David Medeiros

Subject: Urgent Request for Investigation into OSC Case Records, Altered Decisions, and Suppressed Reports
Dear FBI Team,
I am formally requesting your assistance to investigate systemic failures, misconduct, and potential criminal activity surrounding the handling of my submissions to the Office of Special Counsel (OSC). These failures directly impact whistleblower protections, Medicaid oversight, and public accountability.
Issues to Investigate
1. Case Numbers and Records Management
Case Numbers Requiring Investigation:
DI-25-000310DI-25-000325DI-25-000379
DI-12192024714
DI-12112024134

OSCFiling-MedeirosDavid-DI-12202024300
OSCFiling-MedeirosDavid-DI-112620241121
2. Anonymity and Lack of Accountability in Decision-Making
Unsigned Determination Letters:
Many determination letters from OSC lack identifiable signatures, names, or clear authorship.
This practice raises serious concerns about accountability and compliance with transparency laws.
3. Suppressed or Altered Records
Evidence suggests discrepancies between the whistleblower reports I submitted and how they were recorded or handled by OSC.
Specific issues include:
Alterations or removal of content from submitted complaints.
Suppression of reports that exposed systemic failures in Medicaid oversight and retaliation against whistleblowers.
4. Lack of FOIA Compliance
Despite repeated Freedom of Information Act (FOIA) requests, OSC and related agencies have failed to provide:
Complete case files and communication logs.
Justification for withheld or redacted information.
Clear timelines for compliance.
Specific Questions to Investigate
1. Who is Responsible for Managing These Records?
Identify the individuals, teams, or automated systems involved in creating, altering, and assigning these case numbers and reports.
2. What Decisions Were Made and Why?
Determine how decisions were reached, why some reports were closed without action, and why letters were sent anonymously.
3. Were There Violations of Federal Law?
Investigate potential obstruction of justice, retaliation, or misuse of authority under whistleblower protection laws and FOIA.
Key Agencies and Officials Involved
This matter spans multiple federal and state agencies, including:
Office of Special Counsel (OSC)
Department of Justice (DOJ)
Centers for Medicare & Medicaid Services (CMS)
Department of Health and Human Services (HHS)
Office of Inspector General (OIG)
Why This Matters
1. Whistleblower Protections:
Retaliation against whistleblowers and suppression of reports undermine federal protections designed to safeguard transparency and accountability.
2. Impact on Vulnerable Populations:
These failures harm Medicaid consumers, particularly those with disabilities, by allowing systemic mismanagement to persist unchecked.
3. Misuse of Taxpayer Funds:
Lack of oversight and accountability results in waste and misuse of federal funds meant to serve the public.
Requested Actions
1. Investigate Record Management:
Audit all OSC records, emails, and internal communications related to these case numbers.
Identify responsible individuals or systems.
2. Subpoena Additional Evidence:
Secure all suppressed or altered reports to ensure a complete and accurate investigation.
3. Hold Accountable Those Involved in Misconduct:
Recommend prosecution or disciplinary action for any individuals found to have violated federal laws.
4. Ensure Compliance with FOIA and Whistleblower Protections:
Mandate OSC and related agencies to comply fully with FOIA requests and whistleblower laws.
Attachments
I have attached all available documentation, including:
Correspondence with OSC, including determination letters and emails.
FOIA requests and responses (or lack thereof).
Detailed reports submitted to OSC and other federal agencies.
This issue demands immediate attention to uphold the principles of transparency, accountability, and justice. I am available to provide additional information or documentation as needed.
Sincerely,
David Medeiros

As recognized in National Archives and Records Administration v. Favish, 541 U.S. 157 (2004), transparency is fundamental to democracy and public trust. Your agencys obligations are not discretionary, and failure to meet them constitutes a violation of statutory and constitutional law. This letter establishes your duties, addresses deficiencies, and anticipates and counters all potential deflection strategies.
1. FOIA Obligations: Statutory Mandates and Required Actions
FOIA establishes an enforceable right of access to federal agency records. Your response must meet the following requirements:
A. Timeliness
Under 5 U.S.C. 552(a)(6)(A), you are required to provide a determination within 20 business days. Delays beyond this timeframe, absent legitimate extension requests, constitute a violation of FOIA.
Countermeasure: Delays are actionable under Citizens for Responsibility and Ethics in Washington v. DOJ, 711 F.3d 180 (D.C. Cir. 2013).
Required Action: Provide the requested records or a lawful determination.
B. Adequacy of Search
FOIA requires a thorough and reasonable search for records, as established in Campbell v. DOJ, 164 F.3d 20 (D.C. Cir. 1998). This includes:
Identifying the databases, locations, and terms used.
Providing a sworn affidavit detailing the search scope.
Countermeasure: A vague claim of "no responsive records" is insufficient without a detailed affidavit.
Required Action: Submit a sworn affidavit documenting the search or confirm the existence of responsive records.
C. Proper Use of Exemptions
Exemptions under 5 U.S.C. 552(b) must be narrowly applied and justified with specific explanations. Blanket or vague exemptions are impermissible.
Countermeasure: A Vaughn index (Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973)) is required to justify each withholding.
Required Action: Submit a Vaughn index detailing each exemption and its justification within 10 business days.
D. Decentralization and Referrals
Referrals or decentralization excuses do not absolve your agency of its responsibility to provide a consolidated response. As held in McGehee v. CIA, 697 F.2d 1095 (D.C. Cir. 1983), agencies must coordinate internally to ensure compliance.
Countermeasure: Require assurance of continuity and coordination across divisions.
Required Action: Consolidate records from all relevant offices and provide a unified response.
2. ADA and Rehabilitation Act Compliance: Equal Access as a Legal Right
As a person with a documented disability, I am entitled to reasonable accommodations under the ADA and Section 504 of the Rehabilitation Act. Your failure to provide accessible formats for requested records constitutes discrimination and violates federal law.
Case Law:
Tennessee v. Lane, 541 U.S. 509 (2004): Agencies must ensure meaningful access to government services.
Alexander v. Choate, 469 U.S. 287 (1985): Denial of reasonable accommodations creates barriers that violate civil rights.
Required Action:
Provide all requested records in accessible formats, including plain-language summaries or electronic files compatible with assistive technologies.
Confirm compliance with ADA requirements by [specific date].
3. Mandated Reporting and Whistleblower Protections
Your handling of this request implicates broader concerns, including potential fraud, misuse of federal funds, or retaliation against whistleblowers. Under the Whistleblower Protection Act (5 U.S.C. 2302), you are required to report and address systemic violations.
Countermeasure: Reference Misprision of Felony (18 U.S.C. 4), which requires the reporting of observed violations of law.
Required Action: Document and escalate evidence of misconduct to oversight bodies, including the Office of Inspector General (OIG).
4. Consequences of Non-Compliance
Failure to comply with your statutory obligations knowingly constitutes violations of:
Obstruction of Justice (18 U.S.C. 1505): Delaying lawful access to records obstructs public accountability.
Civil Rights Violations (42 U.S.C. 1983): Denying ADA accommodations constitutes a deprivation of federally protected rights.
Misprision of Felony (18 U.S.C. 4): Concealing or failing to report observed violations is a criminal act.
Countermeasure: Prepare for judicial review, oversight complaints, and public advocacy if compliance fails.
5. Escalation Pathways
If your office does not comply within the specified timeframe, I will escalate this matter through:
Judicial Review: Filing a lawsuit under 5 U.S.C. 552(a)(4)(B) to compel disclosure.
Oversight Complaints: Submitting formal complaints to OGIS, OIG, and the DOJ Civil Rights Division.
Public Advocacy: Engaging investigative journalists, transparency advocates, and public interest organizations to ensure accountability.
6. Final Statement: Upholding Transparency and Accountability
This matter reflects the publics right to transparency and the preservation of trust in government institutions. Your actions will either affirm your agencys commitment to accountability or further evidence systemic disregard for these principles.
I look forward to your prompt and substantive response.

The challenges we face today demand more than acknowledgmentthey require action, collaboration, and a unified commitment to solutions. Together, we must embrace transparency, accountability, and compassion as the
foundation of our efforts. By fostering open communication, prioritizing the needs of the most vulnerable, and holding systems accountable, we can rebuild trust and ensure equitable outcomes for all.
Solutions lie in unitywhen state and federal leaders, advocates, and communities work hand in hand to uphold justice and fairness. Transparency through accessible Freedom of Information processes, adherence to legal
mandates, and robust oversight are the pillars that support meaningful change. Each of us has a role to play in creating a system that serves and protects.
Our collective mission is clear: to build bridges between agencies and communities, ensure the dignity of every individual, and honor the principles that guide us toward progress. Together, with determination and unity, we can
overcome systemic failures and pave the way for a brighter, more inclusive future.
Americans living with disabilities and their families are Americansfull citizens of this nation, protected by the same Constitution that guarantees the rights and freedoms of every individual. We are not separate, lesser, or forgotten. We are Americans with the same unalienable rights to life, liberty, and the pursuit of happiness.
We stand firmly on the principles of equality, dignity, and justice. Our voices matter. Our contributions matter. And our rightsour Constitutional rightsmust be respected, upheld, and protected without exception or delay.
We are Americans with rights. Period.
