Subject: Appeal for Non-Compliance with FOIA, ADA, Section 504, and Related Statutes in Processing FOIA Request No. OPM ID #24-83
To: Freedom of Information Appeals Officer, Office of Policy and Management (OPM)
Introduction: This appeal addresses deficiencies in the handling of FOIA Request No. OPM ID #24-83. It demonstrates non-compliance with the Freedom of Information Act (FOIA), the Connecticut Freedom of Information Act, the Americans with Disabilities Act (ADA), and Section 504 of the Rehabilitation Act. This submission seeks the immediate rectification of procedural failures, provision of requested information, and full compliance with all applicable laws.
Key Grounds for Appeal:
Failure to Provide Required Contact Information:
Issue: The agency failed to provide the full names, job titles, and direct contact information of responsible FOIA officers and supervisory personnel, as explicitly requested under 5 U.S.C. 552 and Connecticut Gen. Stat. 1-210.
Legal Basis: Transparency is a fundamental requirement under FOIA. Precedents such as Campaign for Accountability v. DOJ underscore the obligation of agencies to provide adequate contact details for accountability.
Remedy Sought: Immediate disclosure of the full names, titles, and contact information of all FOIA officers and supervisory personnel managing this request.
Non-Compliance with ADA and Section 504 Accommodations:
Issue: Accommodations explicitly requested under ADA (42 U.S.C. 12101 et seq.) and Section 504 of the Rehabilitation Act (29 U.S.C. 794) were not confirmed or implemented.
Legal Basis: The ADA and Section 504 require public agencies to ensure equitable access for individuals with disabilities. Failure to provide accommodations constitutes discrimination under Alexander v. Choate.
Remedy Sought: Written confirmation that all accommodations listed below will be fully applied:
Communication exclusively via the MuckRock platform.
Inclusion of response text in the email body alongside accessible PDF attachments.
Detailed justifications for redactions or denials with legal citations.
Simplified summaries of complex records for accessibility.
Names and titles of responsible personnel in all correspondence.
Failure to Comply with FOIA Timelines:
Issue: The agency has not adhered to the statutory response timelines under 5 U.S.C. 552(a)(6) and Conn. Gen. Stat. 1-210(a).
Legal Basis: Citizens for Responsibility and Ethics in Washington v. DOJ reaffirmed the requirement for prompt compliance with FOIA deadlines to avoid unnecessary delays in public access to information.
Remedy Sought: Immediate provision of responsive records or an expedited timeline for compliance, as mandated by law.
Insufficient Justification for Potential Fees:
Issue: The agency referenced potential fees without providing an itemized estimate or explaining the basis for such charges.
Legal Basis: Under Conn. Gen. Stat. 1-212(d) and 5 U.S.C. 552(a)(4)(A)(iii), public interest requests are eligible for fee waivers. Case law, including Long v. IRS, emphasizes that fees must be reasonably justified and not impede access.
Remedy Sought: Fee waiver approval or a detailed explanation for any proposed fees.
Lack of Transparency in Record Maintenance:
Issue: No details were provided regarding the process or frequency of updating the ABI Waiver Program Provider Registry.
Legal Basis: Agencies are obligated to disclose the processes underpinning public records under DOJ v. Reporters Committee for Freedom of the Press.
Remedy Sought: Disclosure of policies, procedures, and responsible parties for maintaining the requested records.
Failure to Process Expedited Requests:
Issue: The agency did not address the request for expedited processing under 5 U.S.C. 552(a)(6)(E).
Legal Basis: Expedited processing is required when requests concern matters of significant public interest, as established in Al-Fayed v. CIA.
Remedy Sought: Immediate confirmation of expedited processing.
Updated Non-Negotiable ADA Accommodations:
Platform Exclusivity: All communications must be conducted via the MuckRock platform. No phone calls, physical mail, or portals are permitted.
Response Format: Responses must include text embedded in the email body and screen-reader-compatible PDF attachments.
Simplified Summaries: Complex records must be accompanied by simplified summaries for accessibility.
Detailed Justifications for Redactions/Denials: Justifications must cite statutory exemptions under 5 U.S.C. 552(b) and provide summaries for clarity.
Identification of Responsible Personnel: Names, titles, and contact details of all responsible individuals must be included in correspondence.
Expedited Processing: Processing must adhere to timelines under 5 U.S.C. 552(a)(6)(E).
Written Confirmation of Accommodations: Written acknowledgment of all listed accommodations is required within 5 business days.
Case Law Supporting Appeal:
NARA v. Favish, 541 U.S. 157 (2004) Establishes a broad public interest in accessing government records.
Alexander v. Choate, 469 U.S. 287 (1985) Confirms obligations to provide equitable access under ADA and Section 504.
Citizens for Responsibility and Ethics in Washington v. DOJ, 846 F.3d 1235 (D.C. Cir. 2017) Reaffirms strict adherence to FOIA timelines.
Al-Fayed v. CIA, 254 F.3d 300 (D.C. Cir. 2001) Defines criteria for expedited FOIA processing.
Long v. IRS, 693 F.2d 907 (9th Cir. 1982) Clarifies fee waiver eligibility for public interest requests.
Public Interest Argument: Transparency in the Medicaid ABI Waiver Program is critical not only for beneficiaries but also for taxpayers, advocacy groups, and policymakers. Public oversight ensures accountability in the allocation of Medicaid funds and the quality of care provided to vulnerable populations. Ensuring that this information is readily accessible contributes to systemic improvements and promotes trust in government operations.
Specific Timeline for Compliance:
Written acknowledgment of this appeal and confirmation of accommodations within 5 business days.
Provision of requested records or a detailed compliance timeline within 10 business days.
Failure to meet these deadlines will result in escalation to the Connecticut Freedom of Information Commission and federal oversight bodies, including HHS OCR and the DOJ Civil Rights Division.
Broader Inclusion and CC List:
State of Connecticut Agencies:
Connecticut Department of Social Services (DSS): Dr. Deidre S. Gifford, Commissioner foia.dss@ct.gov
Connecticut Office of the Attorney General: William Tong, Attorney General attorney.general@ct.gov
Connecticut General Assembly (CGA): Senator Martin M. Looney, President Pro Tempore foia@cga.ct.gov
Connecticut Office of Policy and Management (OPM): Melissa McCaw, Secretary opm.foia@ct.gov
Connecticut Department of Public Health (DPH): Dr. Manisha Juthani, Commissioner dph.foi@ct.gov
Federal Agencies:
HHS: Xavier Becerra, Secretary HHS_FOIA@hhs.gov
CMS: Chiquita Brooks-LaSure, Administrator FOIA_Request@cms.hhs.gov
DOJ: Merrick B. Garland, Attorney General foia.requests@usdoj.gov
HUD: Marcia L. Fudge, Secretary foiarequests@hud.gov
DOL: Julie Su, Acting Secretary foiarequests@dol.gov
FTC: Alvaro M. Bedoya, Chair FOIA@ftc.gov
Conclusion: This appeal demands immediate corrective action to address statutory non-compliance, procedural deficiencies, and accommodation failures. By enforcing the remedies outlined above, OPM and associated agencies will fulfill their obligations to transparency, accessibility, and public trust.
Sincerely,
David Medeiros

Escalated Complaint and Appeal FOIA Non-Compliance (OPM ID # 24-83)
If OPM claims no responsive records exist, I demand a sworn affidavit from the FOIA officer detailing the search scope, search terms used, systems consulted, and personnel involved. Failure to do so violates the reasonable search requirements under Morley v. CIA, 508 F.3d 1108 (D.C. Cir. 2007).
Under FOIA, OPM is obligated to conduct a good-faith, comprehensive search across all relevant databases, divisions, and archived records. Failure to do so constitutes procedural non-compliance under Nation Magazine v. DOJ, 71 F.3d 885 (D.C. Cir. 1995).
Should any records be withheld or redacted, provide a Vaughn Index detailing the specific FOIA exemption(s) invoked (5 U.S.C. 552(b)) and a description of each withheld/redacted record sufficient for judicial review, as established in Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973).
Denial of these records obstructs federally protected whistleblower disclosures essential for exposing systemic mismanagement of Medicaid funds under the False Claims Act (31 U.S.C. 3729 et seq.). Suppressing such disclosures violates public interest principles established in Garcia v. U.S. DOJ, 181 F. Supp. 2d 356 (S.D.N.Y. 2002).
Administrative backlog is not a valid excuse for failing to meet statutory FOIA deadlines, as confirmed in Citizens for Responsibility and Ethics v. DOJ, 711 F.3d 180 (D.C. Cir. 2013). Continued non-compliance will constitute willful agency obstruction.

Introduction
This is a formal escalated appeal and complaint concerning OPMs gross non-compliance with:
The Connecticut Freedom of Information Act (Conn. Gen. Stat. 1-200 et seq.).
The Freedom of Information Act (5 U.S.C. 552).
The Americans with Disabilities Act (ADA, 42 U.S.C. 12101).
Section 504 of the Rehabilitation Act (29 U.S.C. 794).
Failure to provide responsive records, adhere to statutory timelines, or accommodate explicit ADA requests undermines public trust, obstructs constitutional rights, and violates taxpayer accountability laws.
Key Grounds for Appeal
1. Constitutional Rights Violations
First Amendment: OPMs delays obstruct my right to access public records essential for government oversight and public accountability.
Legal Precedent: Richmond Newspapers v. Virginia, 448 U.S. 555 (1980).
Fifth Amendment Due Process: OPMs procedural failures deprive me of timely access to challenge decisions or administrative failures.
Fourteenth Amendment Equal Protection: Denial of ADA accommodations discriminates against me as an individual with a disability.
Remedy: Immediate full production of requested records without further delay, ensuring compliance with constitutional mandates.
2. Whistleblower Protection Violations
This request exposes systemic deficiencies and potential fraud, waste, or abuse in Connecticuts Medicaid ABI Waiver Program. Suppression of these records violates:
Whistleblower Protection Act (5 U.S.C. 2302): Protects the right to disclose mismanagement of taxpayer funds.
False Claims Act (31 U.S.C. 3729 et seq.): Requires accountability for misuse of federal funds.
Remedy: A thorough and documented search for all responsive records, including audits, complaints, contracts, and agency correspondence.
3. Taxpayer Oversight Rights
The public has a legal right to monitor the use of taxpayer-funded Medicaid programs and ensure transparency regarding:
Provider selection and enrollment policies.
Records of violations, complaints, and disciplinary actions against ABI Waiver providers.
Legal Basis:
FOIA (5 U.S.C. 552) and Conn. Gen. Stat. 1-210 require prompt access to records for taxpayer oversight.
NARA v. Favish, 541 U.S. 157 (2004): Public interest in transparency outweighs administrative inconvenience.
Remedy: Immediate disclosure of all requested records with proper indexing and labeling.
4. ADA and Section 504 Non-Compliance
Despite repeated requests, OPM has failed to:
Confirm ADA accommodations.
Deliver records in accessible, screen-reader-compatible formats.
Provide simplified summaries for complex or technical records.
Legal Precedent:
Alexander v. Choate, 469 U.S. 287 (1985): Ensures meaningful access to individuals with disabilities.
ADA Title II and Section 504 require effective communication and reasonable accommodations.
Remedy:
Written acknowledgment that all Non-Negotiable ADA Accommodations will be implemented:
Direct Muckrock platform communication exclusively.
Screen-reader-compatible PDFs with simplified summaries.
Identification of responsible FOIA officers and supervisors.
Clear, justified explanations for any redactions or denials.
Specific Agency Failures and Demanded Remedies
Issue Legal Violation Remedy Required
Failure to Identify FOIA Personnel FOIA 552(a)(6), Conn. 1-210 Full disclosure of FOIA staff names, titles, and contacts.
ADA Accommodation Non-Compliance ADA Title II, Section 504 Confirm and implement all requested ADA accommodations.
Delay in Response Timelines FOIA 552(a)(6), Conn. 1-210 Full production or compliance timeline within 10 days.
Denial of Expedited Processing FOIA 552(a)(6)(E), Al-Fayed v. CIA Immediate confirmation of expedited processing.
Failure to Address Fee Waiver FOIA 552(a)(4)(A)(iii), Conn. 1-212(d) Approve fee waiver for public interest request.
Actions Required by OPM
Provide written acknowledgment of this appeal within 5 business days.
Produce all requested records in full, adhering to Non-Negotiable ADA Accommodations.
Deliver a clear timeline for compliance, ensuring expedited processing.
Confirm responsible personnel and their contact details.
Failure to Comply: Escalation Path
Should OPM fail to comply fully within 5 business days, I will immediately escalate this matter to:
Connecticut FOIA Commission for administrative oversight.
HHS OCR and DOJ Civil Rights Division for ADA violations.
State and Federal Courts for injunctive relief under FOIA and disability rights statutes.
Congressional Oversight Committees, Media Outlets, and Public Advocacy Groups to ensure public accountability.
Conclusion
This appeal demands immediate compliance with constitutional rights, FOIA obligations, whistleblower protections, and ADA accommodations. Failure to address the issues outlined will result in further escalation to legal and oversight authorities.
Response Deadline:
Written acknowledgment and compliance confirmation within 5 business days. Complete fulfillment of this request within 10 business days.

Subject: Formal Appeal Improper Handling of FOIA Request OPM ID # 24-83
Introduction
This appeal concerns the inadequate response dated January 9, 2025, to FOIA Request OPM ID # 24-83. The response asserts that OPM does not possess responsive records and declines responsibility for coordinating with relevant agencies. This position reflects a failure to meet obligations under FOIA (5 U.S.C. 552), Connecticut Freedom of Information Act (Conn. Gen. Stat. 1-200 et seq.), the Americans with Disabilities Act (42 U.S.C. 12101 et seq.), and Section 504 of the Rehabilitation Act (29 U.S.C. 794).
Grounds for Appeal
1. Failure to Conduct a Reasonable Search
OPMs response lacks specific details about the search conducted. FOIA and state law require agencies to undertake a good-faith effort to locate records under their control. Without documentation of the search scope, OPM cannot claim compliance with statutory requirements.
Legal Precedent:
Morley v. CIA, 508 F.3d 1108 (D.C. Cir. 2007): Agencies must detail the search terms, systems consulted, and personnel involved.
Nation Magazine v. DOJ, 71 F.3d 885 (D.C. Cir. 1995): A reasonable search must include all locations where responsive records may reside.
Demanded Remedy:
A sworn affidavit from the FOIA officer documenting:
Systems and databases searched.
Search terms used.
Departments, divisions, and personnel consulted.
The rationale for determining no responsive records exist.
2. Improper Closure Without Referral or Coordination
OPMs role as a central policymaking body necessitates collaboration with other agencies managing Medicaid programs, including DSS and CMS. Failing to coordinate or refer requests for relevant records violates public trust and statutory requirements.
Legal Precedent:
Ruotolo v. DOJ, 53 F.3d 4 (2d Cir. 1995): Agencies must take reasonable steps to refer requests or direct requesters to appropriate offices.
Demanded Remedy:
Written confirmation of coordination with DSS, CMS, and other relevant agencies regarding responsive records.
A description of interagency communication or reasons for declining to coordinate.
3. OPMs Oversight Role Necessitates Responsive Records
As a policy-making entity, OPM is expected to generate or maintain records related to Medicaid funding, policies, and programmatic oversight. A blanket claim of no responsive records contradicts its role and responsibilities.
Demanded Remedy:
A secondary, detailed search for:
Policy documents, memos, and reports concerning the ABI Waiver Program.
Communications with DSS, CMS, or other stakeholders regarding provider registries.
Budget and allocation documents tied to Medicaid and ABI-related initiatives.
4. Non-Compliance with ADA and Section 504 Accommodations
OPM failed to confirm or implement ADA and Section 504 accommodations explicitly requested. The ADA mandates equitable access for individuals with disabilities, and failure to comply constitutes discrimination.
Legal Precedent:
Alexander v. Choate, 469 U.S. 287 (1985): Ensures meaningful access for individuals with disabilities.
Tennessee v. Lane, 541 U.S. 509 (2004): Public agencies must accommodate disabilities to ensure access.
Demanded Remedy:
Written acknowledgment of and compliance with the following accommodations:
Records provided in accessible, screen-reader-compatible formats.
Simplified summaries for technical or complex documents.
5. Inadequate Justification for Closing the Request
The claim that OPM is not required to contact other agencies reflects a lack of commitment to the publics right to transparency. FOIA and state law mandate proactive efforts to assist requesters and facilitate access to public records.
Legal Precedent:
Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973): Agencies must provide sufficient detail for judicial review of denials.
Demanded Remedy:
Provide detailed justifications for the absence of records.
If records are withheld, submit a Vaughn Index specifying the applicable exemptions (e.g., 5 U.S.C. 552(b)) and detailed descriptions of withheld documents.
Summary of Demands
A sworn affidavit detailing the search scope, terms, systems, and personnel involved.
Evidence of coordination or referral efforts with DSS and CMS.
A comprehensive second search for policy-related records, interagency communications, and budget documents.
Confirmation of ADA accommodations and immediate implementation of accessibility measures.
Justifications for closing the request and a Vaughn Index if applicable.
Escalation Path if Non-Compliance Persists
Failure to address these demands within 10 business days will result in:
Formal complaints to the Connecticut Freedom of Information Commission (FOIC).
Escalation to the U.S. Department of Health and Human Services Office for Civil Rights (OCR) for ADA violations.
Litigation for injunctive relief under FOIA, ADA, and Section 504.
Involvement of media, advocacy groups, and congressional oversight committees to ensure public accountability.
Deadline for Response
Acknowledge receipt of this appeal within 5 business days.
Provide a complete and compliant response within 10 business days.
Sincerely,
David Medeiros

Subject: Urgent Request for Investigation into OSC Case Records, Altered Decisions, and Suppressed Reports
Dear FBI Team,
I am formally requesting your assistance to investigate systemic failures, misconduct, and potential criminal activity surrounding the handling of my submissions to the Office of Special Counsel (OSC). These failures directly impact whistleblower protections, Medicaid oversight, and public accountability.
Issues to Investigate
1. Case Numbers and Records Management

2. Anonymity and Lack of Accountability in Decision-Making
Unsigned Determination Letters:
Many determination letters from OSC lack identifiable signatures, names, or clear authorship.
This practice raises serious concerns about accountability and compliance with transparency laws.
3. Suppressed or Altered Records
Evidence suggests discrepancies between the whistleblower reports I submitted and how they were recorded or handled by OSC.
Specific issues include:
Alterations or removal of content from submitted complaints.
Suppression of reports that exposed systemic failures in Medicaid oversight and retaliation against whistleblowers.
4. Lack of FOIA Compliance
Despite repeated Freedom of Information Act (FOIA) requests, OSC and related agencies have failed to provide:
Complete case files and communication logs.
Justification for withheld or redacted information.
Clear timelines for compliance.
Specific Questions to Investigate
1. Who is Responsible for Managing These Records?
Identify the individuals, teams, or automated systems involved in creating, altering, and assigning these case numbers and reports.
2. What Decisions Were Made and Why?
Determine how decisions were reached, why some reports were closed without action, and why letters were sent anonymously.
3. Were There Violations of Federal Law?
Investigate potential obstruction of justice, retaliation, or misuse of authority under whistleblower protection laws and FOIA.
Key Agencies and Officials Involved
This matter spans multiple federal and state agencies, including:
Office of Special Counsel (OSC)
Department of Justice (DOJ)
Centers for Medicare & Medicaid Services (CMS)
Department of Health and Human Services (HHS)
Office of Inspector General (OIG)
Why This Matters
1. Whistleblower Protections:
Retaliation against whistleblowers and suppression of reports undermine federal protections designed to safeguard transparency and accountability.
2. Impact on Vulnerable Populations:
These failures harm Medicaid consumers, particularly those with disabilities, by allowing systemic mismanagement to persist unchecked.
3. Misuse of Taxpayer Funds:
Lack of oversight and accountability results in waste and misuse of federal funds meant to serve the public.
Requested Actions
1. Investigate Record Management:
Audit all OSC records, emails, and internal communications related to these case numbers.
Identify responsible individuals or systems.
2. Subpoena Additional Evidence:
Secure all suppressed or altered reports to ensure a complete and accurate investigation.
3. Hold Accountable Those Involved in Misconduct:
Recommend prosecution or disciplinary action for any individuals found to have violated federal laws.
4. Ensure Compliance with FOIA and Whistleblower Protections:
Mandate OSC and related agencies to comply fully with FOIA requests and whistleblower laws.
Attachments
I have attached all available documentation, including:
Correspondence with OSC, including determination letters and emails.
FOIA requests and responses (or lack thereof).
Detailed reports submitted to OSC and other federal agencies.
This issue demands immediate attention to uphold the principles of transparency, accountability, and justice. I am available to provide additional information or documentation as needed.
Sincerely,
David Medeiros

As recognized in National Archives and Records Administration v. Favish, 541 U.S. 157 (2004), transparency is fundamental to democracy and public trust. Your agencys obligations are not discretionary, and failure to meet them constitutes a violation of statutory and constitutional law. This letter establishes your duties, addresses deficiencies, and anticipates and counters all potential deflection strategies.
1. FOIA Obligations: Statutory Mandates and Required Actions
FOIA establishes an enforceable right of access to federal agency records. Your response must meet the following requirements:
A. Timeliness
Under 5 U.S.C. 552(a)(6)(A), you are required to provide a determination within 20 business days. Delays beyond this timeframe, absent legitimate extension requests, constitute a violation of FOIA.
Countermeasure: Delays are actionable under Citizens for Responsibility and Ethics in Washington v. DOJ, 711 F.3d 180 (D.C. Cir. 2013).
Required Action: Provide the requested records or a lawful determination.
B. Adequacy of Search
FOIA requires a thorough and reasonable search for records, as established in Campbell v. DOJ, 164 F.3d 20 (D.C. Cir. 1998). This includes:
Identifying the databases, locations, and terms used.
Providing a sworn affidavit detailing the search scope.
Countermeasure: A vague claim of "no responsive records" is insufficient without a detailed affidavit.
Required Action: Submit a sworn affidavit documenting the search or confirm the existence of responsive records.
C. Proper Use of Exemptions
Exemptions under 5 U.S.C. 552(b) must be narrowly applied and justified with specific explanations. Blanket or vague exemptions are impermissible.
Countermeasure: A Vaughn index (Vaughn v. Rosen, 484 F.2d 820 (D.C. Cir. 1973)) is required to justify each withholding.
Required Action: Submit a Vaughn index detailing each exemption and its justification within 10 business days.
D. Decentralization and Referrals
Referrals or decentralization excuses do not absolve your agency of its responsibility to provide a consolidated response. As held in McGehee v. CIA, 697 F.2d 1095 (D.C. Cir. 1983), agencies must coordinate internally to ensure compliance.
Countermeasure: Require assurance of continuity and coordination across divisions.
Required Action: Consolidate records from all relevant offices and provide a unified response.
2. ADA and Rehabilitation Act Compliance: Equal Access as a Legal Right
As a person with a documented disability, I am entitled to reasonable accommodations under the ADA and Section 504 of the Rehabilitation Act. Your failure to provide accessible formats for requested records constitutes discrimination and violates federal law.
Case Law:
Tennessee v. Lane, 541 U.S. 509 (2004): Agencies must ensure meaningful access to government services.
Alexander v. Choate, 469 U.S. 287 (1985): Denial of reasonable accommodations creates barriers that violate civil rights.
Required Action:
Provide all requested records in accessible formats, including plain-language summaries or electronic files compatible with assistive technologies.
Confirm compliance with ADA requirements by [specific date].
3. Mandated Reporting and Whistleblower Protections
Your handling of this request implicates broader concerns, including potential fraud, misuse of federal funds, or retaliation against whistleblowers. Under the Whistleblower Protection Act (5 U.S.C. 2302), you are required to report and address systemic violations.
Countermeasure: Reference Misprision of Felony (18 U.S.C. 4), which requires the reporting of observed violations of law.
Required Action: Document and escalate evidence of misconduct to oversight bodies, including the Office of Inspector General (OIG).
4. Consequences of Non-Compliance
Failure to comply with your statutory obligations knowingly constitutes violations of:
Obstruction of Justice (18 U.S.C. 1505): Delaying lawful access to records obstructs public accountability.
Civil Rights Violations (42 U.S.C. 1983): Denying ADA accommodations constitutes a deprivation of federally protected rights.
Misprision of Felony (18 U.S.C. 4): Concealing or failing to report observed violations is a criminal act.
Countermeasure: Prepare for judicial review, oversight complaints, and public advocacy if compliance fails.
5. Escalation Pathways
If your office does not comply within the specified timeframe, I will escalate this matter through:
Judicial Review: Filing a lawsuit under 5 U.S.C. 552(a)(4)(B) to compel disclosure.
Oversight Complaints: Submitting formal complaints to OGIS, OIG, and the DOJ Civil Rights Division.
Public Advocacy: Engaging investigative journalists, transparency advocates, and public interest organizations to ensure accountability.
6. Final Statement: Upholding Transparency and Accountability
This matter reflects the publics right to transparency and the preservation of trust in government institutions. Your actions will either affirm your agencys commitment to accountability or further evidence systemic disregard for these principles.
I look forward to your prompt and substantive response.
