Records with stable public identifiers and direct source links receive review before isolated files or filename-only leads.

Public significance

Review may prioritize material relevant to public programs, civil rights, or archive corrections without presuming any conclusion.

Accessibility

High-use records with format barriers are candidates for verified accessible alternatives when the source supports them.

Risk and privacy

Sensitive, ambiguous, or third-party personal material remains excluded until human review establishes a lawful, necessary public basis.

Boundary

Priority does not prove accuracy, misconduct, urgency, or legal significance. The private review queue, quarantined evidence, recovered items pending review, and unreviewed OCR or transcripts are not published here.
