Subject line: “12.23.2023 — Governor Ned Lamont: Addressing Systemic Failure in ADA Compliance and Disability Discrimination in Connecticut — A Call to Action Against Whistleblower Retaliation and the Failure of CT DSS and CHRO to Uphold Disability Rights” The email was successfully delivered to the Governor’s official state Microsoft Exchange server. Eleven days later, on January 3, 2024, at exactly 12:39:58 PM, the State of Connecticut’s own servers automatically appended the following notification: > “Your message was deleted without being read.” No human being in the Governor’s office ever opened it. Fast Forward Exactly 696 Days — November 18, 2025 Today Tuesday, November 18, 2025 the exact same thing happened again. Only this time it wasn’t one email.
