Inside the Medicaid ABI Waiver: What I Witnessed as Founder of ABI Resources LLC That Turned Me Into a Whistleblower

As a TBI/stroke survivor, I knew exactly what brain injury survivors and their families needed: timely, high-quality Home and Community-Based Services (HCBS) under the ABI Waiver. I built a legitimate Medicaid provider to deliver those services supported living, independent living skills training, and more. What I saw from the inside shocked me. The Real Reason the ABI Waiver Fails Despite thousands of eligible Connecticut residents on multi-year waitlists, open slots went unfilled. Authorizations were delayed for months. Referrals were steered away from willing providers. Families were told “there are no openings” even when ABI Resources and other legitimate providers had capacity. I watched the Department of Social Services (DSS) mismanage federal Medicaid dollars in real time: • Improper payments continued to ineligible recipients while eligible clients waited 5–10+ years. • Sloppy eligibility checks and failure to terminate cases drained the very funds meant for community-based services. • Providers trying to do the right thing were strangled by bureaucracy while the system protected its own inefficiencies. This was not a “provider shortage.” This was gross mismanagement of federal taxpayer dollars that violated the Olmstead decision and ADA Title II. Long HCBS waitlists that force people into institutions or isolation are illegal segregation and I saw it happening every single day as a provider. The human cost was devastating. Families exhausted their savings. Caregivers broke down. Survivors deteriorated because timely services were never delivered. I could not keep operating a company under those conditions. That is why I became a whistleblower. In March 2023 I filed CHRO Case No. 2410220 against DSS, documenting systemic discrimination, delays, and failures to provide reasonable accommodations. The Same Federal Cleanup Happening in Social Security and Medicare Must Now Hit the ABI Waiver The federal government is finally enforcing eligibility rules in Social Security and Medicare. The exact same integrity must be applied to Connecticut’s ABI Waiver. I am formally demanding: • An immediate HHS Office of Inspector General investigation into ABI Waiver program integrity. • A full CMS program-integrity review with potential withholding of federal matching funds until the backlog is cleared and eligibility is enforced. • A systemic DOJ Olmstead investigation into the multi-year ABI waitlists. You are not “too expensive.” You are not a budget problem.
