Connecticut State Budget Allocations to CCADV (2020–2025) 🔹 All state budget line items, funding allocations, and appropriations for domestic violence programs that provided funding to CCADV. 🔹 All discretionary grants, direct payments, or non-competitive funding allocations made to CCADV from Connecticut state agencies, including but not limited to DSS, OPM, and the Office of the Comptroller. 🔹 Records of budget changes, funding increases, or discretionary payments to CCADV since Meghan Scanlon became CEO. 🔹 Financial audits, budget justifications, and accountability reports related to CCADV funding. 2. Connecticut Comptroller’s Office – Transactions & Financial Oversight of CCADV 🔹 All financial disbursements from the Connecticut Comptroller’s Office to CCADV or any of its affiliated programs (2020-2025). 🔹 All contracts, agreements, invoices, or purchase orders involving the Connecticut Comptroller’s Office and CCADV. 🔹 All internal communications, memos, or correspondence related to CCADV funding, financial oversight, or policy decisions. 3. Connecticut Department of Social Services (DSS) – Grant Funding to CCADV 🔹 All contracts, agreements, and funding disbursement records between DSS and CCADV. 🔹 All emails, memos, or correspondence between DSS officials and CCADV leadership (including Meghan Scanlon) regarding funding, policies, or budget increases. 🔹 Records of grant application processes, funding approval criteria, and justification for any discretionary funding increases to CCADV. 4. Connecticut Office of Policy and Management (OPM) – Discretionary Funding Oversight 🔹 All financial records and internal communications regarding CCADV’s funding through discretionary grants or state allocations. 🔹 All documentation detailing OPM’s approval, oversight, and monitoring of funds allocated to CCADV. 5. Governor’s Office – Policy Influence & CCADV Funding 🔹 All communications (emails, memos, reports) between the Governor’s Office and CCADV leadership regarding funding, legislative priorities, or advocacy initiatives. 🔹 All meeting minutes, directives, or internal memos discussing the Governor’s role in funding CCADV or influencing domestic violence program funding. 6. Connecticut Office of Victim Services (OVS) – Judicial Branch Grant Funding to CCADV 🔹 All financial records, grant allocations, and award justifications given to CCADV through OVS. 🔹 All documentation related to federal VOCA (Victims of Crime Act) and VAWA (Violence Against Women Act) grants distributed to CCADV through state agencies. 7. Federal Oversight – U.S. DOJ & HHS Inspector General 🔹 All federal grant distributions (FVPSA, VAWA, VOCA) allocated to CCADV through Connecticut agencies. 🔹 All audits, compliance reviews, or fraud investigations into CCADV’s use of state or federal funding. 🔹 All records related to whistleblower complaints, fraud disclosures, or conflicts of interest concerning CCADV and state agencies. 8. Legal Mandates for Compliance ✅ National Archives & Records Administration v. Favish, 541 U.S. 157 (2004) – Government transparency is a constitutional right. ✅ Judicial Watch v.
