Urgent Concerns Regarding Proposed Amendments to Medicaid ABI Waiver Program Dear Connecticut families, Attention is drawn to the proposed amendments to the Medicaid Acquired Brain Injury (ABI) Waiver Program, which specifically reduce the qualifications required for Independent Living Skills Trainers (ILST) and Care Managers. This adjustment allows agencies to receive the same payment while employing less qualified staff, leading to a reduction in the standard of care provided. Agencies may provide less and get paid the same. It is important to note that CT DSS and BIAC The Brain Injury Alliance of Connecticut support this change. However, ABI Resources does not. This reduction in qualifications poses a significant risk to the quality of care that people living with brain injuries depend on. It also raises concerns about how other venerable populations may be negatively effected. Families are very upset that CT DSS has attempted to inform the CGA that there are no complaints for the record.
