Congressional oversight needs a question map, not a conclusion. For a hearing on disability rights and Medicaid, organize eight lanes: authority; federal funds; beneficiary access; provider choice; complaint routing; accommodations; preservation; outcomes. GAO says it provides Congress fact-based, nonpartisan information and audits government operations at congressional request or under law. A hearing request is not a hearing. Testimony is not an audit. A complaint is not proof. Ask agencies what they received, what authority they applied, where they referred the matter, what records they preserved, and what outcome they documented. Separate David Medeiros's proposed No Wrong Door reforms from law and programs. The purpose is fact-finding without assuming fraud, discrimination, retaliation, obstruction, or liability.
