Disability access includes communication. Build a seven-field accommodation record: barrier; requested method; date and recipient; acknowledgment; interim access; decision and reasons; review route. For state and local programs, ADA Title Two requires communication with people with disabilities to be as effective as communication with others. Needed aids and services depend on nature, length, complexity, context, and the person’s usual method. Title Two entities give primary consideration to the person’s request, subject to defined limits. Federal agencies and federally funded programs may follow different laws, so identify jurisdiction first. Preserve forms, portal notices, attachments, deadlines, alternatives, and decisions. A difficult process or denied request may warrant review; it does not alone prove discrimination or intent. Read the checklist at david-medeiros.com/communication-access.
